Historical analysis takes time series as the main line to study the cause, process and results. Specifically, it studies things dynamically through historical materials and analyzes why things happen, that is, the historical background and social conditions. This paper uses historical institutional-ism and new public service theory as research tools. However, on the whole and in the long run, the traditional dilemma is intensified. As the key nodes, organizations, policies and events provide abrupt conditions for the management system change of Guangzhou Cantonese opera market. According to the new public service theory, the function of government is to serve the public interest. As the first acting group of institutional change, government is the key variable to realize the change.
