The issue of poverty is a major concern for the whole world, and poverty is a serious obstacle to the development and progress of human society. Solving the problem of poverty is a common task and problem for all countries around the globe. Education is the main means to improve the quality of the poor in many countries, and the formulation and implementation of pro-poor education policies at different periods of historical development has been an important support for Brazil in solving the problem of poverty. In the past, there has been little discussion of the educational pro-poor policies of the Rousseff administration in Brazil. This study utilizes policy research methodology to compare pro-poor policies in Brazil. To this end, this study takes Brazil as the main body of research, looks at the development history of Brazil's education poverty alleviation policy, and then digs into and analyzes the implementation background and institutional arrangement of Brazil's education poverty alleviation policy, summarizes the experience and characteristics of Brazil's education poverty alleviation policy, and selects the poverty problems faced by Brazil during the Rousseff administration and education poverty alleviation policy for special analysis, with the aim of contributing to the theoretical and practical research on Brazil's education poverty alleviation policy, and to promote the development of the education poverty alleviation policy in Brazil. The purpose of this paper is to contribute to the study of the theory and practice of Brazil's education poverty reduction policy, and to promote the positive direction of Brazil's education poverty reduction. The paper is divided into four chapters. Chapter 1 analyzes the background, significance and methodology of the study. Chapter 2 reviews the literature. Chapters 3, 4 and 5 analyze pro-poor policies. Chapter 6 creates reflections on poverty alleviation in education in Brazil.
